State BJP alleges misuse of central fund, puts condition on fund release
Staff Reporter
ITANAGAR, June 12: The Bharatiya Janata Party (BJP) today made it clear that party will not disturb the fund flow from Centre for the development of Arunachal.
Addressing the presspersons at party office here, BJP National General Secretary Tapir Gao said though they support the financial aid for various developmental projects, it should come with condition.
“The financial condition of state is in worst condition. We have deficit of Rs 3000 crore. This is all happening because Congress government of Arunachal has been misusing the fund meant for development. Therefore we appeal central government to release fund only after utilization certificates of SPA for the last three years are submitted to union finance and planning commissioners by Arunachal Government,” said Gao.
He alleged that apart from SPA, the Congress government of Arunachal has blatantly misused the fund of additional central assistance (ACA), central project scheme (CPS), Thirteen Finance Commission (TFC), BADP, NEC, NLCPR. “The fund under these schemes has been released by central government but no one knows where it was used? Similarly fund for PMGSY has been diverted by government. The contractors who are executing project under PMGSY are not being paid by the authorities,” claimed Gao. Further he appealed to the union government to penalize those officials and ministers who caused financial crisis in Arunachal by misusing the fund. Party appealed to the concern ministries of the government of India to monitor the various developmental projects and welfare schemes during the process of implementation and that state government should be made accountable in case of misuse of fund.

Pul urged the doctors to change their mindset and ready to serve in rural areas. “You should not forget that doctors are treated like God in remote areas. In urban areas you may get money, but not the respect.
In rural areas, they are the real saviors.”
Informing that there are 751 serving doctors in Arunachal Pradesh including National Health Mission and more than 80 per cent of the serving doctors are Arunachalees, Pul, however, rued that some doctors hesitate to go to rural and remote areas and manage posting in the Capital Complex through political links while their salaries are drawn against remote health centres which is a gross anomaly.
While seeking cooperation of all the stakeholders to formulate the effective policies and programmes, Pul said “our resources are limited. But, with sincere efforts, we shall be able to provide satisfactory services to people across the state, even with limited resources.”

Carcass of wild buffalo found inside D Ering Wildlife Sanctuary
PASIGHAT, June 12: At a time when the authorities claim rapid revival of the D Ering Wildlife Sanctuary after hunting and poaching were restricted to a large extent, a carcass of a female wild buffalo found hunted inside the Borguli Range of D Ering Wildlife Sanctuary recently put questioned mark on the strategy taken by the authorities to protect the sanctuary.
It seems that the D Ering Wildlife Sanctuary is still not free from the clutches of poachers and the authorities need a serious thought on its mechanism to tackle and crack down the illegalities within the sanctuary without any compromise.
The carcass of the buffalo was detected by the team of Daying Ering Wildlife Foundation

After a tip off from certain village level volunteers regarding the carcass, the team visited the suspected location locally called ‘Jopong Patang’ (a marshy land region) and found the carcass after a wide search operation.
The meat of the hunted buffalo was fully chopped off and was surely dried on fire for lighter carrying which could be understood from the fire and its drying stand prepared from wood by the hunter/s. The carcass appeared to be of at least a week or 10 days old as the left out parts were decaying. The length of the horn was more than 3 feet and she might have been the biggest buffalo of the Sanctuary.
Speaking about the growing hunting and poaching again, Oki Modi DEWFEDS Secretary General said that, the department is now neglecting the duties and not working as it had started. “The regular staffs of the Borguli range is not seen doing duties, they are visiting the range often in 15 or 20 days or when an officer visits. Only the contingency staffs are placed. And these contingency staffs which never receive timely wages are helpless and some of them (unskilled) are still to receive six month’s salary which is very pitiable as they are to manage their family. When other contingency staffs received two month salary recently, some of them were left out.” He appealed to the concern Principal Chief Conservator of Forest (WL & BD) & CWLW, Itanagar to take up necessary step for the welfare of staff so that they guard the sanctuary well. Jimbung Tayeng, Borguli village committee head DEWFEDS said, “all the frontline staff of the sanctuary must be placed in the duties and they should be let stay in the camp on regular basis as range office are lying vacant and meaningless. Regular and timely patrolling would not let such killings of animal. There were other incidents of killing of other animals recently which is occurring due to loose and soft approach of department”.

Rat Hole Mining victory marks International Child Labor Day celebration by Impulse NGO Network
ITANAGAR, June 12: Impulse NGO Network celebrated International Child Labor Day with a victory for children exploited by the rat hole mining industry of Meghalaya.
Impulse NGO Network, a Meghalaya based anti-
In 2009, Impulse successfully lobbied India's National Commission for Protection of Child Rights (NCPCR) to launch an investigation, and made recommendations to the state government to address the issue. Unfortunately, due to powerful vested interests, the recommendations were ignored, and the practice of rathole mining continued.
Finally, in early 2014 Impulse filed a petition, NGT Order dt. 09.06.2014 with the National Green Tribunal charging that children were being used to destroy the environment through rat hole mining, which also violates multiple environmental and pollution control laws. The petition states that local rivers have turned acidic and unfit for human consumption due to the mining activities, stated the NGO in a release.
Two other local organizations, the All Dimasa Students' Union and the Dima Hasao district committee, subsequently filed similar complaints with the tribunal. In April 2014, the tribunal issued a landmark judgment ordering a halt to the mining activities in Meghalaya, and June 9 the verdict was upheld to shut the mines. This will prevent further recruitment of child labor by the mining industry for rat hole mining in the state, and is a major victory for trafficked children.
Impulse’s fight for these children’s rights began after the expansion of India’s
Child Labor Law in 2006. In addition to consistent legal interventions, efforts have

Get tough with traffic violators
In the ongoing traffic regulation and enforcement drive conducted in capital city by Chief Estate Officer in collaboration with district transport office and police large numbers of vehicles have been impounded for violation. It is being reported that many public carrier including Tata Sumos and Trekkers are plying without proper legal documents. This is a serious cause of concern as off late capital denizens have witnessed many accident cases involving Trekkers.
Most of these accidents take place due to reckless driving. During office hour often it is noticed that Trekker drivers compete among themselves to pick up maximum number of passengers. Many unfortunate accidents take place due to such competition. The ongoing traffic drive is very good step but it should be continued and if possible such drive should be held throughout the year. Usually it is seen that authorities carries out drive for some days and when the drive ends, from next day things are back to square one. This should not be allowed to happen. Cities like Shillong and Gangtok are known for maintaining zero tolerance against traffic violators. Traffic drive is strictly regulated throughout the year. If others can do, why not us?

Arunachal needs a medical college and hospital
Dear Editor,
I would like to inform you that Samaritan society has established an Arunachal Charitable Patient’s House for the poor and needy people of Arunachal Pradesh at Paltan Bazaar near Aditya hospital in Dibrugarh.
During our course of action since the establishment of the charitable patient’s house, it has been noticed that seeking medical treatment in other state is a big menace for the people of Arunachal Pradesh, as they are frequently harassed and looted by rickshaw walas, nursing homes and pharmacists.
Taking this grievances as a major threat, I would say, we need a medical college and a better hospital in Arunachal Pradesh for the welfare of our own people.
Assam has already six medical colleges but the largest state of north east India is yet to get one.
All the student union leaders, N.G.Os and other pressure groups should think about it and come forward for this.

Freezing charge
Dear Editor,
I would like to draw the attention of people toward the miscellaneous charge called freezing charge vogue in the state of Arunachal Pradesh. The land of rising sun is transforming into the land of rising price!
The shopkeepers usually exploit the people with Rs 5 to Rs 10 extra in the name of freezing charge applied to the cold drinks.
The notion of freezing charge struck me when the state was facing acute power shortage recently and refrigerators were in power off mode.
In the scorching heat to compensate my sweat and quench my thirst, I asked for cold drinks at a local retailer when one sweet voice announced, "thanda hai, lekin thanda nahi hai". For some moment I was confused but later I figured that it meant “cold drinks are available but it’s not cold’. But surprisingly, they charged me for freezing!
From that moment onward some dilemma was dancing on my mind. Is freezing charge applied in all the states of India or it is endemic in ours?
Administrators or officers or politicians do not consume cold drinks? If they do, at what rate? If people dont want to purchase at the inflated rate, then what are the option left to them?
Is the advertisement of Deepika, "gardan mei dekho daam likHaa hai" wala daam not applicable to us?
It is my utmost request to the concern authorities to look into the seriousness of the matter as it is not only confined to the problem of cold drinks.
The unexpected and exorbitant price rise is common issue of the people of the state. The prices are unregulated in the entire capital city. It differs from Naharlagun to Itanagar and even at Itanagar, it differs from place to place whereas the distance between the places are negligible.
They make mockery of the maximum retail price (MRP) written on the item. So wake up Arunachal. It is time to rise up and fight for the right cause.
Yours,
Ashi Dore
